I get the following error everytime I try to send an email to another user in the forum:

CDO.Message.1 error '80040213'

The transport failed to connect to the server.

What could cause this?

This means that the SMTP server can not be connected to.

Contact your web host and find out the correct SMTP server settings to enter into the admin area.
