I set up a person as a moderator. It appears as such when he posts (he is listed a "Moderator"). However, there isn't any icon/menu item that allows him to act as a "mini-Administrator" after he logs in. I set him up as a member of the Moderator Group - Non Ladder group. Is this correct? Is there something else I need to do?

You have done things correctly.

There is no icon that appears when a moderator logs in, they simply have permissions to edit, approval, delete, etc. all posts in the forum they are a moderator in.
