When a new member registers is it possible to vet the application before allowing access?

Yes, in the email setup page in the admin area you can select to have the forum admin approve new members.

In this context it means the same as 'approve' or 'checkout'
I couldn't find this on Dictionary.com, but in my Oxford English Dictionary 'Vet' is used for Veterinarian, and in the UK to mean:-
'Investigate someone thoroughly to ensure they are suitable for the job'
