Several generators out there that can generate the css for colored scroll bars...
http://www.google.com/search?sourceid=navclient-ff&ie=UTF-8&rls=GGGL,GGGL:2006-18,GGGL:en&q=css+scrollbar+color+generator - http://www.google.com/search?sourceid=navclient-ff&ie=UTF-8&rls=GGGL,GGGL:2006-18,GGGL:en&q=css+scrollbar+color+generator

Be aware that scroll bar coloring is non-standard css and is not supported by mant browsers,

default_style.css - that's the one used for displaying on the page.
The rss is just a data feed format, and printers don't have scroll bars

the code goes into the body area of the css file.
