This is done under Group Permissions for members.

You need to remove the permission for Groups to upload files and image in which ever forum they have those permissions.

This is all done from the online Admin area.

Thanks. I understand. I was just looking it on the Control Pannel as an on off switch. Kinda like email etc. Thanks for your help.
