Is it posible to make an button "Background color" for the html page?

And wich lines i have to edit?

It is in IE and should be on by default

Thats only for the text background, I mean the whole htm or html page.

Example of the text background:

http://www.gpsgids.nl/monimal/RTE/my_documents/my_files/example.htm - http://www.gpsgids.nl/monimal/RTE/my_documents/my_files/example.htm

Thats not the whole page, the page still is white
