For a church website I'm developing, they want to stream audio and video, however I have never done this.
I will target Windows Media Player so how do I go about and create streams for it?

And, once the stream files are created, do I need to run any special server software to slowly feed the player?

depends on how big each audio/video clip you have...

for normal size mp3 music files on my website, i use wimpy's script to stream those mp3's... however wimpy isn't free but the alternative is: http://jeroenwijering.com/?item=Flash_MP3_Player - http://jeroenwijering.com/?item=Flash_MP3_Player
this neat flash player allows you to stream your files.
