Has anyone figured out how to allow a user to tun off the PM feature? I am thinking about a mod that will allow individual users to disable the feature and even offer an auto-reply if they want. But right now I just need to be able to switch it off for a user.

Search the mods -- there's one to switch the PM function to only allow the recipient to receive PMs from people they have in their buddy list. It's a relatively quick fix, iirc, that involves changing = to <> (or something along those lines).

While it doesn't directly address your issue of turning off PM, it does make it so that if a user does not want to receive PMs from anybody they don't have to unless the person is in their buddy list.
