You got IIS installed? You're running that asp/html combo in iis and don't just double-click the html file?

You can't just right-click on the html file and say "open in IE" and expect the asp file to execute. The html and asp files must be in an iis virtual directory and you open them in ie through something like http://localhost/mylocalsite/myfile.html.

Another way to open it is to use the start menu to go to "Administrative Tools|Internet Information Services" and navigate to the site on your local machine. Right-click on the html file and select "Browse".

Lead me not into temptation... I know the short cut, follow me.
