in this file there is the line:
<!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Transitional//EN" "http://www.w3.org/TR/xhtml1/DTD/xhtml1-transitional.dtd">

what is the purpose of it?
and can i remove it?

rowsers use the doctype to determine what king of markup coding is used and how to process it for viewing. If you remove it from the code, the page will throw the browser into "quirks" mode and results may vary greatly from browser to browser - particularly with ie.

ok, but if i change it to html (it is now xhtml) will the forum work correctly or not?

The page needs to be rendered as XHTML, if not IE will not display the pages correctly and you will have issues like not being able to read posts past about 5 lines when using IE.
