how i can admin topic?

i'm not able to delete or move topic or 3d...it's normal?

I'm not entirely sure what you are asking, but I think what you are saying is that you are unable to moderate posts.

If this is correct then what you need to do is for those users you want to be moderators is place them into a moderator group and give that group permission to moderate various forums.
