I AM ABLE TO SEND NEW MESSAGE and NEW MEMBER IS BECOMING THE RECORD but i cant send new topic error is; ----------------------------------------------------------

Your Access database is corrupted. The problem with Access is it is a flat desktop file and not really up to the demands of the backend of a forum unless you only have a handful of users. This is why it does warn you of this on the download page and recommends you to run the mySQL or SQL Server version.
