From what I can tell, the RSS module only works on "publicly" available forums... is this correct?
Is there any way to use RSS in such a way that a user logs in to get the RSS feeds for the forums they have access to based on their member account permissions?

Presently there are no standards for creating Private RSS Feeds.
Although some RSS Reader do now support Private RSS Feeds usually it requires that you setup HTTP Authentication on the web server, then the problem is because the login details are passed in plain text format appended to the URL it only takes someone to post a link in a public area for your RSS Feed to become public.
Once a secure standard does exist that doesn't require changes on the web server, then we will look adding support. At the present time adding support for RSS Feeds in private forums would be a security problem as it would allow a hacker to easily gain access and view posts in that private forum.
