I'm pasting text into the RTE and it looks fine, however once I save it and reload it for every single quote (') I get the charachters ’ ?

How can I get around this?

This shounds like a page encoding issue in your web pages or database.

Make sure that you have set the page encoding in your web pages and that the server is running in your own locale settings, so that the database is not corrupting the code.
