How can i turn off the

What's Going On?

section of the forum where the forum stats and users birthdays are displayed?

Just go to the source code.

Find this line:

<table cellspacing="1" cellpadding="3" class="tableBorder" align="center">
  <tr class="tableLedger"> 
    <td colspan="2"> 
      <% = strTxtWhatsGoingOn %>
    </td>
  </tr>

Replace it with:

<table style="display:none" cellspacing="1" cellpadding="3" class="tableBorder" align="center">
  <tr class="tableLedger"> 
    <td colspan="2"> 
      <% = strTxtWhatsGoingOn %>
    </td>
  </tr>
