It does work. Like in previous versions it does not enter the person directly into the buddy list, what it does is populate the members name into the Add Buddy form at the bottom of the page, this then allows you to give a short description and decide if you want this person as a buddy or block them from Private Messaging you. Opps... how could I miss that? I agree that it would be better to place it at the top to make it more noticeable...
