I noticed that depending if I'm using Firefox or IE, the HTML encoding is different.  For example...

<strong>IE</strong>
<span style="font-weight: bold;">Firefox</span>

Would it be possible without me doing something after the form has been submitted to force the HTML code to use <b></b> regardless of browser?

The HTML produced is done so by the browser itself using the browsers own built in RTE API.

You could use ASP to replace the items you mention with different tags, although <strong> is more advisable than <b> these days and CSS used in Firefox is also better.
