Is there away to limit a user to 5 login attempts?

If they enter a invalid name or Password then this statement below could pop up.  When they use all the tries, they are sent to the insufficient_permission page.  Maybe even let the admin chose the number of minutes.

"You have entered an invalid username or password. Please press the back button, enter the correct details and try again. Don't forget that the password is case sensitive. Forgotten your password? Click here!

You have used 1 out of 5 login attempts. After all 5 have been used, you will be unable to login for 5 minutes."

The forum already offers protection against multiple bad login attempts.

After 3 unsuccessful login attempts for an account, they then have to fill in a CAPTCHA security code image for any further login attempts, slowing down the user and preventing brute force and password bot attacks.

The user is also alerted to 3 failed login attempts when they next login, so they can investigate further if it was not themselves who made the repeated login attempts on their account.
