Hope I am asking in the right spot. If not, please move where appropriate. I looked around, and did not find what I'm looking for.

Can you change the "Forum Banner Image " directly from your control panel?

Under the page

Forum Skin Configuration

Forum Banner Image
This replaces the Web Wiz Forums banner logo that is shown on the top of each page. Your own web sites banner logo would be good to place here.

The default is "forum_images/web_wiz_forums.png"

Is there a simple way to upload or point to a banner or logo without having to get into the source code or hosting configurations?

Yes, the control panel of your forum allows you to do it. Like you mentioned, under forum skin config and change the URL of the image to whatever you want.

It doesn't seem to allow for long URL's

If the image is hosted within your own site then it shouldn't be too long. For example if the image is hosted under: root\images\
then the url that you would put in the admin control panel would be ../images/image_name.jpg or something like that... so it's not too long.
