Is there any way to lock a forum to new topics, yet allow users (not guests) to reply to individual threads?
my real life example at http://TampaMartialArts.org/default.asp - TampaMartialArts.org :
Main Forum: Tampa Martial Arts Schools (locked) Sub-Forum: Muay Thai & Kickboxing (locked) Topic: Freestyle Muay Thai
I want users to be able to reply to topics, but not be able to start a new topic in either the main forum or sub-forum. Right now, a regular user can't post replies to topics becasue the Forum and Sub-forum are both locked.
This is because I have a specific format I want to use when entering school information, so I don't want users posting that; but I'd like them to be able to comment on individual schools once I've added them...

what i would do is .. you can use the group permissions.,
set it so the group can only reply etc and not post new topics/create
i think that is what you are wanting. you can do that on a user , group and forum set up ie on anyone of those
