As the forum admin you can click on the 'Post Options' drop down at the top right corner of the post. At the bottom of this drop down in an option to 'Block Poster's IP'

you can redirect the users from that IP range using JavaScript to another page, and that is it.
You only need to know the IP Addresses.

Javascript would be a very bad idea as its Client Side, meaning its easy to by-pass.

You could easily do the same with ASP.

you can ban users IP addresses via the forum by going to the admin area then look for "IP Address Banning" on the left hand menu.

Enter the IP address of the user,

If you want to ban a range you could do a wildcard, for example "192.168.1.*".

If you need to ban via code just add the following to the bottom of your "common.asp" file:

<%
  if GetIP = "users IP here" then
      Call closeDatabase()
      response.redirect("ban page here")
  end if
%>
