The letters "oe" can the page not display on the rss-feed:

RSS Feeds use XML. XML can be a bit funny with some characters.

Yes by writing your own custom code to take the data directly from the database.

You could have a look at some of the pages that display the new in NewsPad to get an isdea of what SQL to use to query the database.
