There are a number of tools you can use for this.

If you just want to import the members using the Member Import Tool found in the admin area.

If you have a login system already for your own web site and want to integrate Web Wiz Forums into that and it is written in ASP then using the built in member API by editing the file functions/functions_member_API.asp in notepad and follow the intructions in that file.

If you have an existing member system not written in ASP or you want to develop your own system that interacts with Web Wiz Forums then there is a built in HTTP XML API designed for developers to interact with Web Wiz Forums. Just point your browser at the httpAPI.asp file in your forums root directory for a full list of properties and actions.

The database version doesn't matter.

I'm not sure which of the methods I mention that you are using, however, I can tell you that the API's don't care what database you are using, you can even use them without a database at all.
