I would like user/group functionality for the following:

- How frequntly a user/group can post (beyond the general setting)

- How many times a day a user/group can post

- Whether a user/group is allowed to post smileys/images/links

This is predominatly a request for more granular control over all aspects at a user/group level, I would ideally like all functions to be applicable globally, then overwritten by group permissions, then finally users.
