Has the file uploading of documents so that hey can be accessed in forums) changed in Version 9.5 or does it behave in the same manner.

Is this likely to change?

It's not changed in the way uploading is done since version 9 was first released, although more security has been added so uploaded files are now scanned for malicious code.
