Okay, this new version sucks for Safari.  Every post I make from my Mac has those funny characters.
 
You mentioned it may be an encoding problem with their browser so I asked other people that had safari to post to see if they had the same problem.  See post below:

Very odd as can not replicate this in the lab and have not heard of other Safari users with this issue on others forums, so suggests an issue with your setup.

What language are you using for your forum?
Have you changed the default character encoding for your forum from UTF-8?
What database type are you using?
Which version of Safari are your users using?

What language are you using for your forum? English
Have you changed the default character encoding for your forum from UTF-8? No.
What database type are you using? MS-SQL (I downloaded the 2000 version)
Which version of Safari are your users using? I'll check and let you know.

Still have not managed to replicate this issue.

Could you also please say which version of Web Wiz Forums you are using.

If it is not the latest 9.53 release then you should update to that as can not replicate this issue in the latest version which now includes the WYSIWYG Editor for Safari users
