Wonderful idea, this time offest is!

However, the group I am dealing with needs time offset in 0.5 hour increments. With offshore facilities in India, which is +5.5 from GMT, this group for which I am developing this web site, will not be able to use the offset meaningfully.

How hard will it be to change this myself? I can add code and make modifications, if I am told which files I need to edit, and the exact edits I need to make.
