Once you have deleted a member, then they are in actual fact deleted. The pop up therefore is suggesting that you merely suspend the member, but yes you can still delete a member if you need to

Also, after a member has been deleted, all posts previously made by that member will appear to have been made by "Guests"...

You are both correct, there are a few reasons why you should suspend them instead of deleting them.
1. All there posts will become by 'Guest' which may make some topics look odd 2. If you suspend them then no-one can signup under the same username 3. If the user is coursing trouble and you have email activation enabled then the user can not signup again using the same username or the same email address
