Is there an option anywhere to require moderator approval of new members?

I need to authorise who signs up, but can't see a way to do it.

You can enable it through the email setting page in the admin area that the forum admin gets an email about any new members with a link to activate the account if you wish for the new member.

1. Log in to you Admin Control Panel (Admin button at the top of your forums).
2. On the left hand side of the screen and under the "General Admin" heading, select "Email Configuration Setup".
3. Then 2nd up from the bottom of the page, you'll see "Administrator Member Activation", select on.

An email will be sent to whichever one of your Admins sits behind the main forum email address. It won't go to the Mods or other Admins (unless you have the main forum email address redirecting to multiple email addresses).
