Hello,
I'm active in a Swedish forum where a lot of the users have chosen usernames containing the letters ÅåÄäÖöÜüé and so on. These usernames work fine most of the time, but not when passed in URLs. For example if you try to PM me you will see that the username box will read "JärnvägsövergÃ¥ng" instead of "Järnvägsövergång". Same thing occurs if you try to "Find Members Post" in the dropdown menu to the left.
Is there any known solution to this issue?

Will look into this, however it is quite difficult as without using the server HTML Encoding it would be very simple for a hacker to launch a Cross Site Scripting attack against your forum.

Just a thought, maybe it is possible to pass userid instead of username?

The problem is not in passing the username the issue is in displaying the username within a form.
