I would like to see a setting for "Time Interval Between Posts" for the Guest account.

Or it could be a setting for "Time Interval Between Posts from the same IP-address".

Is there any mods available to get this ?

My advice is goto your admin area and choose Flood Control (which I expect you have done) and make sure the settings are tweaked to what you want
The Flood Control measures do not affect the admin accounts, so you can still post as many messages as you like.

Guest Account Enabled: - If you have Guest posting enabled then you have no protection against a spammer.

These measures are not fool proof but should make it harder for a spammer to attack your forum.

Also, I'd advise you to turn off the Guest account - that will solve all your problems
