User getting error when trying to upload file

I have a user, in Admin Group, which has permissions to upload PDF files. He is trying to do this and when he clicks on File Upload link he get a red error "Only members with sufficient permission can access this page".

I have tried uploading a file (in the same group as him) with no issues. I can find nothing that should effect one user.

Any help would be appreciated.

Try upgrading to the latest version and see if that fixes the issue.
