Is there some way I can modify the PM system so that any time a PM is sent on the system, a copy of it is sent to the Admin?

No - if you do this, then not only will you be breaking privacy laws, but in all likelihood, your forum members will stop coming to the forum knowing that you are "snooping" on their Private Messages, hence the term "private"
As Bruce has said often as well before, many forums that have done this suffer as a result.

LOL - yeah, there is no expectation of privacy in this country and anyone can snoop on anyone any time, and SPAM is legal (congress made it so)

I agree, if the word got out that any time someone sent a message, someone else could read it, wow, they'd vote with their lack of coming back.
