Maybe I overlooked something??

What happens when users hit their upload limit? They cant delete pictures?
 
The moderator cant edit pictures in a post(make them smaller/bigger)??
 
Some small things but very annoying....I use 9.66.

Members can delete content in their upload folder by using the 'File Manager' under their 'Member Control Panel' in the top right of the forum.

Moderators can edit posts with images and if they are using an RTE enabled browser can use the mouse to 'pull' the sides of an image to a different size.

The other alternative is to increase their upload limits, or encourage them to use Photobucket for image hosting, which will not increase your website limits
