Someone that can help me making a asp script where I can vote/poll for a link !!!

I can give a link 1-5 P when I vote/poll the link and then behind the link or under I can se how many that have giv the link a vote/poll and then the vote/poll %
the poll/vote function i want is like om this site http://www.aspin.com/home/webapps/admanage - http://www.aspin.com/home/webapps/admanage look at SITE RANK this rank is my poll/vote % !!!

The link's must be in a database !!!
