Hi,
 
I am trying to install the forum on my website.  After successful connection to the database i am returned to the first setup screen.
My hosting provider states that i have read, write & modify permissions set on the database directory.
 
Is there any other reason why the setup should return to the first page.

There are usually a couple of reasons for this issue:-

1. The database forums 'database' directory does not have rtead. write, and modify permissions set

2. The application pool for the website has rapid fail protection enabled 

3. The application pool uses multiple work processes

I'm getting a similar error trying to upgrade from 9.69 to 9.71 on MS Server 2008/MS SQL 2008.  The connection credentials test fine, and I've confirmed that they are the same ones used with the working 9.69 install, plus I have full permissions for the database directory (although the documented steps don't include information for Server 2008).  I see you have two other suggestions to explore, but I'm not familiar with how to check/modify those settings.  Can I get instruction on this?  Is there some other suggestion I need to try?

The permissions in your screen shot look correct as long as the user account that the application pool the website is running under is part of the IIS_USRS group, if not give the user account the application pool is running under read, write, and modify permissions.

Also make sure that the application pool is using a single worker process and the rapid fail protection is disabled. 

This is done by locating the application pool for the website the forum is running under in the IIS Manager, highlighting the app pool and selecting 'Advanced Settings' from the right hand menu.

Once the advanced settings are open for the app pool set the following:-

Enable 32-Bit Application = True
Maximum Worker Processes = 1
Rapid-Fail Protection -> Enabled = False
