Is it still an option to use the included header/footer files found in the "includes" folder, or do we have to use the db held option?

And if db held footer and header is the only option, what if, as I, use quite some dynamic scripting and includes files for eg. the footer?

You can still use the custom header and footer as in version 9 by editing the header.asp and footer.asp files in the includes folder.

For those using includes for header and footer they will have to use this method, but for those who don't and use simpler header and footers they can update create their custom header and footers in the admin area for both standard and mobile views.
