When i create user group permission below the link its show error page

Turn off friednly HTTP error messages in IE an dyou will get what the error actually is.

Normally errors are coursed by either incorrect permissions to write to the database - Get your host to change the permisisons so you can write to the database.
Corrupted files - Reupload files again
Corrupted database - upload database again, or download it, open in access and use the 'compact and repair' tool found under the toools menu.
