How about as a new Spam restriction, or "requires moderation", you have the option to check the IP address and if it is from a certain country, it can be blocked, moderated, or let through.

If you have access to your server to install the components and don't mind spending the money on the subscriptions, then have a look at Maxmind GeoIP or IP2Location websites.

I have submitted myspace123 details to StopForumSpam so anyone using this service to prevent spam in their forums would be able to block this spammer.
