Was the web.config file something new added to 10.11? Interested as I don't remember seeing this file included in the archive before and got a 500 error as I don't have Rewrite installed/enabled. Usually the errors are due to typos of the various include/setup files.

If you do not have the IIS 7 Rewrite Module installed on the server you should delete the web.config file as it may cause 500 errors on some IIS 7 servers that do not have this module installed.
