This has come up once before but can not remember off hand what server setting caused this.
Try changing the application pool the forum is running in in IIS to Classic Pipeline and see if that fixes the issue.
If you are using URL Rewrite make sure you use the IIS Rewrite Module version and not ISAPI Rewrite.

It is something server related that courses this but as it was such a long time ago this last came up I do not remember what the solution is.
Could you list your server setup? Included OS version, if you are suing URL Rewriting if so what version, app pool pipeline, etc.

I have been trying to remember for over an hour now and searching through past posts from a few years ago trying to remember what causes this rare issue.
I know it is caused by some a filter or setting in IIS but can not recall what it is that causes this.
It did come up once before many years ago but just can not remember what it was that caused the issue.
