Would this be feasible?

On our forum new members are not able to use the PM system until they reach 20 points and move into a new member group. If I enable the PM system for new members I would like these members to be able to use the PM system but only have access to moderators and the moderators only to have access to the new members.

Currently there is not a feature to allow Private Messages that only allows the group to contact admins and moderators.
