The RTE demo at richtexteditor.org shows functionality which appears not to be available on the forum implementation of the editor. For example, none of the button to the left of the "spell check" tool on the top row appear.

Is there a way to turn these on?

Items that are not of use within a forum or not compatible are not included within the RTE used within Web Wiz Forums.
