Since I didn't see it mentioned in the hosting plans info:

Is it possible to use outbound HTTP requests from my backend code, e.g. to https://ipstack.com/ to get visitor IP's location?

If so, what are the quotas/limitations and is there some specific setup required from the control panel?

Yes you can make outbound connections from websites on port 80 and 443 to API's such as that provided by ipstack.com.

There are no settings you need to change and no limitations on the number on quotas, but ipstack.com may set their own limitations.
