I am working on the upgrade and got through the questions about the database and release change, etc. then I was confronted with a 403 forbidden error and the address bar shows https://forum.xxxxxxxxxx.com/setup_db.asp?setup=11Update " rel="nofollow - https://forum.xxxxxxxxxx.com/setup_db.asp?setup=11Update ;

(I'm masking the site name)

I am guessing that there is a bad permission somewhere but cannot see where. All the entities appear to have execute permission. Is there something specific that I am missing to let the upgrade go ahead?

If you are able to access other ASP pages in the same folder the 403 forbidden error will most likely be a false positive from a Web Application Firewall.

Try contacting your hosting provider regarding the error message.
