I use Web Wiz forums on my web site, and we have found that anyone with moderator access in any forum (even if it is only one forum) has access to change users post count. When they click on someone's forum nickname, the small window with their profile information pops up. However, the "Edit Profile" button is present at the bottom of that page, something that only admins should have access to."

Moderatos in any forum can edit a users profile, but they don't have access to all the functions, for example they can suspend a member, but thye can't delete a members account.

This means that moderators can do things like change a users password on request, or remove an inapropriate avatar, etc. without bothering the forum admin, who might have enough work to do anyway.
