I asked this question a few months ago before version 7 was released, but I just want to make sure it still is not possible... Is there no way to create a sub-forum? That is, a forum within a forum?

This site is currently running an Alpha version which is not yet released to the general public that supports sub forums. An Alpha release is the first release and usually not released to the genreal public and is for more in house testing.
