Can somebody explain to me what this will code do:

rsNewPost.CursorType = 2
rsNewPost.LockType = 3

Does it lock a post in the database so it doesn't double-recording?

The lock type of 3 will look the db while it is updated otherwise if someone else tries to update it at the same time or accesses it, it could corrupt the database.

I can't remeber offfhand, I think that could be a dynamic one for moving around the recordset.

The values there are the interger values, have a look on MSDN for the correct full names of these cursor and locktypes to see what they do.
