I just received one more response from my ISP.  Here it is...

Dear Greg,

I have talked to our operations team and there seems to be an issue with ASPUpload and the Windows 2003 servers. Specifically, it is a setting within the metabase that prevents uploads using regular ASP of sizes larger than 200kb. They are looking into the issue to see how it can be easily resolved. In the meantime, if you have the ability, you can use ASP.NET which can accept uploads of up to 4MB in size. I am including a copy of a sample ASP.NET script which performs this task. You will need to modify it to suit your needs. Please let me know if you have any other questions.

The problem can be fixed by editing the metabase.xml like this:

go to c:\windows\system32\inetsvr\

using notepad, edit in metabase.xml find the line "AspMaxRequestEntityAllowed" and change the value to "1073741824".

You can use other values if you want because the default is only 200k, which is why you cannot upload large files. If you want to edit the file without shutting down the web services, you will need to allow enable direct metabase edit in the IIS server properties.
