Internet Explorer has FTP functionality.

SmartFTP, WS_FTP, Cute_FTP...

nice.  Seems they are all assembling similar functionality and interfaces these days,  FlashFXP and SmartFTP look very similar.

Create a batch file called whatever you want i.e.:
connectme.bat
echo off
ftp -s:param.txt ftp://ftp.yourdomain.com - ftp.yourdomain.com
exit

Then the param.txt file:
yourloginname
yourpassword
cd yourdatadirectory
get forum.mdb
bye

Disatvantage is that the password is in clear text so just set ntfs permission that noone can read it or so. IMHO the dos ftp is the best client out there once you know all flags and commands.
Once you did that you can use Windows Scheduler to schedule the bat file.
